Louth TD welcomes Operation Encompass to protect children affected by domestic violence

The Governemnt say Operation Encompass will enable An Garda Síochána to notify a designated teacher in a child’s school when a domestic violence incident has occurred at home

Fianna Fáil TD for Louth, Deputy Erin McGreehan, has welcomed the Government’s approval to progress Operation Encompass, an early intervention initiative to support children impacted by domestic violence.

The Governemnt say Operation Encompass will enable An Garda Síochána to notify a designated teacher in a child’s school when a domestic violence incident has occurred at home, ensuring that the child receives appropriate care and support from trusted adults in the school environment.

Deputy McGreehan said:

“This is one of the most important child protection measures we’ve seen in recent years. It’s practical, compassionate and focused on what truly matters, making sure that children who experience or witness domestic violence are not left to suffer in silence.”

She continued:

“Teachers are often the first to notice when something is wrong. By allowing timely and discreet communication between Gardaí and schools, we are giving educators the information they need to respond with sensitivity and understanding. It’s about ensuring that every child feels safe and supported.”

She commended Minister for Justice Jim O’Callaghan for leading the development of the scheme with Minister for Education Helen McEntee, which will allow information sharing between An Garda Síochána and schools.

It will see the inclusion of the necessary provisions within the General Scheme of the Criminal Law (Sexual Offences, Domestic Violence and International Instruments) Bill 2025.

Deputy McGreehan also spoke about what the move will mean for children in her own constituency of Louth:

“This kind of joined-up approach will make a real difference on the ground. Thanks to Operation Encompass, a child who has experienced a distressing night will be welcomed at school with understanding and support.

“This initiative shows the Zero Tolerance strategy in action, it’s proof that we are determined to build systems that protect victims, prevent harm and prioritise children’s well-being.”
