The decision by Louth County Council to give planning permission for a new Primary Care Centre at the former Carroll Village Shopping Centre in Dundalk has been appealed to An Bord Pleanála.

Carroll Village Retail Management Services Limited lodged a third party appeal with An Bord Pleanála on 7 July against the decision to permit the development.

Louth County Council granted conditional planning permission on 12 June 2023 to Aviva Life and Pensions Ireland DAC for the development, which proposed partial demolition of the existing shopping centre building and the construction of a new four storey Primary Care Centre.

The planned development includes a General Practitioners Surgery, Pharmacy Unit and HSE accommodation, with planned works also including car parking and set down area; erection of access control barriers; new totem sign; general wall mounted signage; and new elevational treatment to north façade.

Carroll Village Retail Management Services Limited, in its appeal correspondence with An Bord Pleanála, says that it was responsible for the development of the Carroll Village Shopping Centre development and "remains an important stakeholder in the development of this part of the core town area and retains control over much of the Carroll Village complex."

Among the nine reasons outlined in its summary of grounds of appeal for appealing the decision, Carroll Village Retail Management Services Limited, says that "the planning application notices do not describe the full extent of development and all parking proposals are not included in the Applicant's red line boundary. As such the description of development is misleading and should be declared invalid".

It also says that "the applicant does not have sufficient property rights to implement the development as Granted and would sterilise the entire Carroll Village complex negating any potential for redevelopment and regeneration."

The case is due to be decided by An Bord Pleanála by 9 November 2023.
