Marina Quarter Ltd has applied to Louth County Council for a Large-scale Residential Development (LRD) of 502 homes at Haggardstown, Dundalk

Marina Quarter Ltd, a subsidiary of Glenveagh Homes Ltd, has applied to Louth County Council for planning permission for an LRD on lands of c.18.54 ha, located at Haggardstown and Marshes Upper, Dundalk, Co. Louth, which include works on Blackrock Road (R172), and Hardy’s Lane/ Finnabair Crescent (L3162).

A seven year permission is being sought by Marina Quarter Ltd for the development.

The proposed 502 homes comprise: 40 one bed maisonettes, 147 two bed, mid-terrace, two storey houses, 276 three bed, end of terrace and semi-detached two storey houses, a three bed detached bungalow and 38 four bed, semi-detached, three storey houses.

A two storey creche facility with outdoor secure play area and parking, also forms part of the planned development.

New access off Blackrock Road (R172) providing for vehicular, pedestrian and cycle access and incorporating a new bus stop on Blackrock Road, including horizontal and vertical road realignment; along with two pedestrian and cycle only access points provided from Bóthar Maol are also proposed.

Infrastructure and services for the proposed development including surface water infrastructure, water mains and wastewater infrastructure including an on-site wastewater pump station which will pump wastewater via a new rising main along Blackrock Road (R172) to Hardy’s Lane/ Finnabair Crescent (L3162) where it will discharge to the existing wastewater drainage network, are proposed in the planning application.

Interim measures are proposed on site, pending completion of upgrade works by Uisce Éireann to the Coes Road pumping station, comprising temporary storage and associated dosing measures within the emergency storage tank for daytime storage once discharge exceeds 61m3, which the developer says is approximately 200 units.

Also included in the planning application is an associated public and private open space, landscaping and amenity areas including a large central park of c.2.7ha, public art.

The planning application also provides for boundary treatments, public lighting, roads, cycleways, footpaths, car and cycle parking, infrastructure and services and all associated site and development works.

Marina Quarter Ltd adds in its application that to facilitate the proposed development, excavation, cut and fill, reprofiling of existing ground levels and removal of works completed under a previously permitted Strategic Housing Development (SHD) including the foundations for five houses is required.

The ruins of a former pumphouse will also be removed/demolished as part of the works and existing overhead electrical lines will be undergrounded.

Marina Quarter adds that an Environmental Impact Assessment Report (EIAR) and Natura Impact Statement (NIS) have been prepared in respect of the proposed development

A decision is due on the application, which is at a pre-validation stage, by 2 January 2027, with submissions due by 3 December 2026.

Marina Quarter Ltd had previously been granted planning in December 2025 for an LRD of 502 homes in Haggardstown.

A third party appeal against the decision was made to An Coimisiún Pleanála by John Horan O/B Blackrock Tidy Towns, and Aoife and John Henry, on 18 December 2025.

An Coimisiún Pleanála made the decision to refuse planning permission on 13 April 2026.

Marina Quarter Ltd had also been refused planning permission by Louth County Council for a 502 unit LRD in Haggardstown in 2024, with the decision appealed to An Bord Pleanála (now known as An Coimisiún Pleanála), who subsequently refused the appeal.
