John Cummins TD, Minister of State at the Department of Housing, Local Government and Heritage, officially opened Louth County Council’s latest social housing scheme in Muirhevnamór, Dundalk, on Tuesday.
The Muirhevnamór Infill Housing Scheme comprises 11 high-quality, A2-rated homes, delivered by Louth County Council’s Housing Capital Section as part of the Government’s Housing for All plan. The scheme was funded through the Social Housing Capital Investment Programme (SHCIP).
Louth County Council signed contracts in May 2023 with CJ Callan Construction Ltd as the main contractor for the €4.6 million project. The homes were designed by Van Dijk Architects and constructed on previously unused land within the existing Muirhevnamór estate. Construction began in August 2023 and was completed in May 2025.
The development includes three two-bedroom detached bungalows, one three-bedroom detached bungalow, and seven three-bedroom two-storey houses. The A2-rated homes are highly energy efficient and will significantly reduce energy costs for residents of the Muirhevnamór Infill development.
The homes have been allocated to persons with disabilities and local families from Louth County Council’s social housing list, through the Choice Based Letting (CBL) portal.
John Cummins TD, Minister of State at the Department of Housing, Local Government and Heritage, said: “I was delighted to officially launch the 11 new homes in Dundalk and to meet some of the residents who will get their keys to their new home and begin the next chapter in their lives in the coming days.
“I want to commend Louth County Council for their work on this scheme, it’s a perfect example of how underutilised spaces can be brought back into productive use. This project, and the many projects underway across the country, demonstrates, in a very tangible way, the Government’s commitment to delivering quality and secure homes for those who need them.”

Cllr Kevin Callan, Cathaoirleach of Louth County Council, said: “When it comes to housing, Louth County Council is leading the way nationally in terms of the quantity and quality of units that are being delivered across various schemes, including this fantastic infill development in Dundalk, which will provide much needed homes to many families. As Cathaoirleach, I’m extremely proud of the dedication and hard work of our housing team in bringing projects like this to fruition.”
David Conway, Chief Executive of Louth County Council, said: “Under the Housing for All programme (2022–2026), Louth County Council is committed to delivering 1,323 social homes through a mix of direct-build projects, partnerships with Approved Housing Bodies, and Part V and turnkey acquisitions.
“Overall, we are projecting delivery of more than 2,000 homes over the programme’s duration and at present, we have 440 homes under construction across eight sites in the county, and works are progressing very well.
“I want to acknowledge the outstanding work of our housing design team, Van Dijk Architects, and CJ Callan Construction on the successful delivery of this project.
"These new A2-rated homes, built using traditional masonry with high-quality finishes such as Aluclad double-glazed windows, brickwork and air-to-water heat pumps, offer both comfort and energy efficiency. We are delighted to welcome the 11 new families to Muirhevnamór and wish them every happiness in their new homes.”
