Retail looks set for a return to the former Carroll Village Shopping Centre in Dundalk, with planning permission granted by Louth County Council in recent days for new units at the at the Long Walk development.

Castle Entertainment Centre Limited has been granted planning permission to amalgamate existing retail units 21, 22, 23 & 24 into one large retail unit and a new off-licence, with planning also granted for internal material alterations, external signage and all associated site works.

Louth County Council granted planning permission on 20 February for the works to go ahead, subject to three planning conditions.

The former Carroll Village Shopping Centre was acquired by Castle Entertainment Centre Limited last year, with the company saying last May that is was "proud to announce the acquisition of the Carroll Village Shopping Centre, a long-neglected retail complex located in the heart of Dundalk".

In a statement last May it said that under new ownership, the centre is poised for a major re-development, "aimed at creating a dynamic retail destination that will serve as a catalyst for economic growth, job creation, and community renewal", and that new owners vision is to "revitalise and reinvigorate" the local community.

“We see incredible potential in this site,” said a spokesperson for Castle Entertainment Centre NI at the time. “Our vision is to breathe new life into the town centre with a thoughtful and sustainable redevelopment.” 

A primary care centre is also due to be built in part of the Carroll Village complex. An Bord Pleanála (now An Bord Coimisiún) in 2024, upheld Louth County Council's decision in 2023 to grant planning permission to Aviva Life and Pensions Ireland DAC for the development, which proposed partial demolition of the existing shopping centre building and the construction of a new four storey Primary Care Centre.

According to the latest information from the HSE in October 2025, it said that: “The HSE intend to deliver Dundalk Primary Care facility via the HSE’s Operational Lease mechanism. The project is fully approved and the HSE have entered into a legal agreement to lease the facility on delivery by the Preferred Provider. 

“The project is progressing through the detail design stage and there are ongoing engagements between the HSE Capital and Estates, HSE Service managers and the developers Design Team to agree the final details of the design. 

“This design stage is expected to be completed by the end of November. The most recent Programme, provided by developer, indicates works Commencement Q1 2026 and operational Q2 2028. 

“Services to be provided will be GP services, together with a wide range of services such as Nursing, Physiotherapy, Occupational Therapy, Mental Health and Disability day services”.
