An Coimisiún Pleanála granted conditional planning permission for the development
An Coimisiún Pleanála (formerly An Bord Pleanála) has upheld the decision by Louth County Council to grant planning permission for a new Lidl development in Blackrock.
Louth County Council granted planning permission to Lidl Ireland GmbH in November 2024 for the construction of a Discount Foodstore Supermarket with ancillary off-licence sales, at Knock Shee Avenue, in Blackrock.
The planned development comprises the construction of a single storey Discount Foodstore Supermarket with ancillary off-licence use (with mono-pitch roof and internal mezzanine plant deck), measuring c. 2,295 sqm gross floor space with a net retail sales area of c. 1,499 sqm.
The application also provided for items including vehicular and pedestrian access, car and cycle parking, free standing and building mounted signage, trolley bay cover/enclosure, refrigeration and air conditioning plant and equipment, and roof mounted solar panels. Significant Further Information on the proposed development was received by Louth County Council in August which provided, among other things, a coffee shop.
Louth County Council granted planning permission for the development on 15 November, subject to 23 planning conditions. An appeal against the decision was lodged with An Bord Pleanála in December 2024. Listed as third party appellants by An Coimisiún Pleanála were, Tim Compton obo Knockshee Management Company CLG; Paul & Faye Healy; and Monahill Supermarkets Ltd.
An Coimisiún Pleanála made the decision to grant planning permission subject to 17 planning conditions on 24 September 2025.
Included in the conditions, An Coimisiún Pleanála said that: "The proposed caf6 and public plaza area shall be built in tandem with the retail unit, and the site shall be fully landscaped and the cafe in full operation prior to the opening of the retail store", and that "The proposed retail and caf6 unit shall not operate outside the hours of 0800 to 2200 Monday to Saturday inclusive and 0900 to 2100 hours on Sundays."
