Plans for new Large-scale Residential Development at Haggardstown
Plans are underway for a new Large-scale Residential Development (LRD) in north Louth, with an LRD Opinion issued by Louth County Council on plans for 174 apartments in Haggardstown.
The local authority issued an LRD Opinion on 20 June on plans by Hallscotch Hall Venture 2 Ltd for an LRD of 174 apartments on lands to the south of Bothar Maol and to the west of Blackrock Road at Haggardstown.
The proposed apartments comprise 29 three-bed units, 72 two-bed units, and 73 one-bed units, with setback penthouse level and terraces to fifth floor and balconies to all other floors.
The development includes plans for three commercial units, a crèche, a children’s playground, 402 bicycle spaces (309 long
stay and 93 short stay bicycle spaces), as well as 148 car parking spaces. The plans include provisions for all other ancillary site development works on a development site of 1.671 hectares.

The LRD process is as follows: An LRD Meeting Request is made with the local planning authority as part of the process when seeking planning permission for an LRD.
Following the receipt of LRD consultation request, the planning authority is required to facilitate a consultation meeting with the applicant within four weeks of the date receipt of such a request. Following the LRD Meeting, there is a period of four weeks for the planning authority to issue an LRD opinion on whether the proposals constitute a reasonable basis for submitting a planning application on the LRD proposals. This LRD opinion is valid for six months.
A planning application must then be submitted within six months of receipt of an LRD opinion. The developer must make the application documentation available for public viewing on a dedicated website set up for this purpose.
